Gordon Brown says he is to step down as leader of the Labour Party and has asked the search for a successor to be started.
However agreement was reached at a Labour cabinet meeting that there would be no declarations of candidacy until parliamentary negotiations had concluded.
Mr Brown's statement will be seen as a move to smooth the way to a deal between Labour and the Liberal Democrats to form a government.
