The top civil servant at the Ministry of Defence from 2001 to 2005, Sir Kevin Tebbit, has told the Chilcot inquiry that former Chancellor Gordon Brown imposed a ''guillotine" on defence spending.
It amounted to a departmental cash reduction of £1bn just six months after the 2003 invasion of Iraq.
The former Ministry of Defence permanent secretary told the Iraq inquiry he had run "a crisis budget".
