Lisbon Treaty under scrutiny

EU leaders meeting in Brussels have declared they are "determined" to see Europe's Lisbon Treaty come into force by the end of the year .

But The Record Europe asks if the EU can really count on the Czech Republic's eurosceptic President to play ball, even after his demand for a partial opt out from the Charter of Fundamental Rights was agreed.
