Business Secretary Lord Mandelson has said he is disappointed that talks between Royal Mail and union bosses have broken down, "so close to an agreement".
Speaking to journalists, Mr Mandelson said he hoped both sides could agree on what they were negotiating about, and "see each other's point of view".
