Gordon Brown said that "enough is enough" when it comes to the old system of bankers' bonuses and set out proposals for a new Business and Financial Services Act to be introduced in Parliament.
He also spoke of the damage that the banks had done to the economy and said that many people had still not understood the impact of their behaviour.
