Business Secretary Lord Mandelson has said that he is "not surprised" by comments about MPs' expenses made in private by Conservative MP Alan Duncan.
The shadow Commons leader has apologised "unreservedly" after he was secretly filmed complaining that MPs "have to live on rations".
