Gordon Brown has warned that MPs who break new rules on their expenses could face jail, as part of new plans to clean up the way Parliament works.
Ministers are proposing an independent watchdog and a new code of conduct.
It comes on the day the new Speaker, John Bercow, took up his post in the House of Commons.
