MPs consider new expenses rules

New rules on expenses will be put before MPs today, including proposals for members to be fined or expelled if they break the rules.

It is proposed that an independent commission is set up and a legally binding code of conduct.

Gordon Brown told the BBC's Political Editor, Nick Robinson, that the previous system of leaving it all to the Commons had been wrong.
