Householders will have to pay what the government is calling a "small fixed-rate levy", which will be used to fund a new broadband infrastructure.

Culture Secretary Ben Bradshaw announced the measure as part of the Digital Britain report in the House of Commons.

He said the levy, which the Conservatives called a "broadband tax," was needed because market forces would not be able to supply fast broadband to everyone.
