Prime Minister Gordon Brown has told MPs he has "no plans" for a referendum on electoral reform after opposition leader David Cameron accused him of trying to change the rules in a bid to avoid defeat.
Meanwhile Mr Cameron rejected the PM's proposition that the next general election would represent a choice between "a government that helps people" and "a Conservative Party that does nothing".
The Liberal Democrat leader Nick Clegg derided the government's policy on social housing, asking whether the prime minister would "just for once, make a promise and actually deliver".
