Balls statement to MPs in full

Children, Schools and Families Secretary Ed Balls has told the Commons that the government will accept all of the recommendations in Lord Laming's report on child protection.

Mr Balls said Lord Laming's proposals add up to a "step change" in child protection and no "bureaucracy" or "buck passing" should get in the way of protecting children.
