Darling pre-Budget report in full

Unveiling his pre-Budget report to MPs, Chancellor Alistair Darling cut VAT and pledged to increase income tax for top earners after the next general election.

Mr Darling said "exceptional" measures were needed with the economy officially set to shrink next year, but his plans were criticised by the Tories and the Liberal Democrats.
