| Monday, 18 November, 2002, 21:04 GMT Project tackles fuel poverty ![]() Elderly people are at risk from the cold It is estimated that more than 1,000 people will die from cold in Northern Ireland in the months ahead. For many families the start of winter means hard decisions as they struggle to find the money to stay warm. However, in Aughnacloy in County Tyrone, the outlook is much cosier in homes taking part in a 300,000 pilot project aimed at tackling fuel poverty.
Eileen Cairns's home is one of 65 which has had central heating installed, while many more have had loft and cavity wall insulation carried out. "This house was very cold and I had no radiators - nothing but the living room fire," she said. "I find it a great change because I have a very bad back and I wasn't able to carry in coal. "The heating has helped me in a lot of ways." Disabled people For many homes the project has meant a saving of more than 20 a week in fuel bills. It is thought fuel poverty affects 28% of households. Those at greatest risk include pensioners, low income families, lone parents, the chronic sick and many disabled people.
The problem is compounded as incomes are lower - on average 22% below the national average. Eleanor Gill of Health Zone said: "We have found that fuel poverty is a phenomenon affecting many people in Northern Ireland. "It is incredible that in the 21st century people are still making choices between keeping warm and keeping well - they just don't seem to have the money in their pockets to do so." |
