The Post Office has announced plans to close 18 more branches in the West Midlands. Eighteen out of 80 branches in Dudley, Stourbridge, Walsall, Halesowen and Rowley Regis in the Black Country could shut.
A final decision will be made after an eight-week consultation period.
The watchdog Postwatch Midlands said it must ensure the "correct" branches close so people are not left without access to post offices.
Two years ago the Post Office revealed that it intended to restructure its national network of more than 9,000 branches in urban areas.
Earlier this year it was announced that 24 post offices in Birmingham will close.
The organisation's head in the region, Paul Maisey, said the views of local customers will be considered during the consultation period.
Shirley Goodchild from PostWatch Midlands said: "It's obviously going to inconvenience a number of customers.
"The idea is to make the network more viable financially because otherwise post offices will close anyway.
"It needs to be a managed programme to ensure the correct ones close to make sure customers are not left without post office provision."
