Vouchers have been issued to thousands of Wolves fans who waited outside Molineux Stadium to buy tickets for the club's play-off final in Cardiff. Some supporters had camped outside the ground for two consecutive nights.
The club will play Sheffield United on Bank Holiday Monday for a place in the Premiership.
But police were called to the stadium on Wednesday morning when the club announced that fans who had queued the longest would be issued with vouchers that guarantee them the right to purchase two seats.
Riot fear
More than 5,000 chanting supporters were outside the club and some started shouting and swearing when people started to push in to the queue.
Many fans had been drinking all night and there were fears there could be a riot.

Alison Fellows, from Kingswinford, who queued from 2000 BST on Tuesday, said: "During the night the atmosphere was fantastic but at 6am people who had just joined the queue literally just ran to the front."
She said there were initially 200 people in front of her but that figure soon rose to 1,000 because of queue jumpers.
Roger Davis, from Tamworth, added: "Lots of supporters in this queue have been coming to Wolves since long before the bosses even worked here.

"The season ticket holders have got their tickets, but what about the working man who can only come to so many matches? All we want to know is when the loyal supporters will get some priority."
Another queuing fan said: "I think its disgusting the way the club are treating the fans.
"There is disabled people, people with kids and we just want to know when we are getting our tickets."
The 2,750 fans who were eventually issued with vouchers will be able to buy two tickets for the match.
Some of those tickets go on sale from 1000 BST Thursday, with the remainder available for collection the following day.

Wolves chief executive Jez Moxey said he knew there would be a lot of people who would be disappointed but the massive demand exceeded supply.
"Most people realise that we could probably fill the Millennium Stadium just with Wolves fans.
"When you compare that Sheffield United are making available 1,400 to general sale, I think it shows we've done everything we possibly can to be fair with the distribution.
"In terms of the announcement, we have said consistently that we would make an announcement this morning.
"And we felt that, by doing so, we would have all the facts at our disposal following the sale to season ticket holders.
