Campaigners have welcomed a review of health provision in Teesside, which has recommended the retention of Hartlepool's main hospital. The 11-month review considered the possible closure of the town's University Hospital in favour of a �175m facility near Stockton.
But the inquiry urged the creation of a centre of excellence in women's and children's services at Hartlepool.
The Save Our Hospitals group said patients' views had been listened to.
Professor Ara Darzi liaised with nurses, doctors and patients during the review process.
'Good as his word'
He has confirmed that a single site super hospital north of the River Tees would not be going ahead and recommended services in Hartlepool be retained with the addition of a centre of excellence in women's and children's services.
He also urged the expansion of cancer and vascular services at the existing North Tees Hospital in Stockton.
Keith Fisher, of Save Our Hospitals, said: "In my opinion, Dr Darzi has been as good as his word.
"He has listened to what the people have said and has taken their views into account in his recommendations."
The report has been forwarded to the Department of Health.
