One hundred new houses are to be built with the aim of getting lower-paid people onto the property ladder.

The new homes in Biddulph, Cheadle and Leek will be under a shared ownership scheme in which buyers own 60% of the property and rent the rest.

The average property price in Staffordshire Moorlands is �96,000.

Ian Young, the district council's head of housing services, says this is too much as relatively low unemployment is accompanied by relatively low wages.

'Quite a stretch'

He told BBC News: "Although house prices will not be the same as rural Oxfordshire or areas like that, they are high for this area, and for people working and living in the Moorlands it is quite a stretch to buy a house.

"We are looking to roll this out in a few years' time to other more rural parts of the district, so we hope to meet that market there."

Potential buyers will have to satisfy the council that they have strong local links to the district, such as local residency, employment or upbringing.

Residents are being consulted until 8 March on who they think should qualify.
