The number of disabled people working for Stoke-on-Trent City Council is well below its target for this year. According to a survey commissioned by the council's overview and scrutiny committee, only about 150 of its 13,000 employees are disabled.
But it is thought this figure could be higher because people are scared to admit their disability.
One of the recommendations in the report is sending job vacancies direct to disability groups.
It also suggests promoting the council as an employer that values diversity.
