Three out of four of Yorkshire's police forces are not recording crime properly, according to an Audit Commission report. South Yorkshire Police is one of just four forces in England and Wales to be given the commission's lowest red ranking for its recording methods.
North Yorkshire was given the top green rating while West Yorkshire and Humberside were both rated amber.
South Yorkshire said the red rating was disappointing, but would be improved.
Assistant Chief Constable Ian Daines said: "We are disappointed to have only got a red light.
"We are pleased we have made some improvements, but not enough to get out of the red light zone."
Progress had been made since the auditors visited back in July, he added.
"Unfortunately there were a number of areas in which we did not make improvements," he said.
