Trading Standards officers say some Nottinghamshire shopkeepers could be getting away with selling cigarettes to underage customers. The organisation is worried because it is short of youngsters to go into shops and try to buy tobacco.
Under 16s have been used in the past to carry out secret checks on retailers, but none happened last year because of the recruitment problems.
Officers say these kinds of checks are an important part of their work.
The county's head of Trading Standards, John Cheetham said: "We are making an appeal inside and outside the county council for suitable children to come forward.
"Obviously they need the permission of their parents and they have to go through quite a strict process before we decide they can do this job."
