Nottinghamshire's chief constable says more witness co-operation could change the city's gun crime problem "overnight". Steve Green's remarks follow the shooting of a man in Nottingham on Thursday - at least the fifth since the end of the firearms amnesty in April.
The man, who has not been named, was shot in Byefields Close, Radford in Nottingham just after 1500 BST.
He was hit twice in the chest and was taken to the Queen's Medical centre for treatment but his condition is unknown.
Witness fear
The area was sealed off for much of Thursday night as police carried out house to house inquiries.
Mr Green admitted the legal system had to take some of the blame for the rising violence on Nottingham's streets.
He said: "The system, being adversarial, is such that defence counsels want to play on the fact that people want anonymity, want to play with the fact that people are afraid.
"Therefore it's very difficult for us to give people the confidence to come forward to give evidence.
"If we can overcome that we can transform the gun crime situation very quickly."
John Clarke from The Nottinghamshire Police Authority said; "We can't say where the next strike will come from.
"At the moment these incidents have been among the people themselves but I really worry that next time ordinary people will become involved."
