Social services managers are recruiting staff from abroad to meet urgent needs. One in four social worker posts are vacant in Norfolk so the council is recruiting from Germany, Holland and Canada to fill the gaps.
Geoff Gildersleeve, from Norfolk County Council, said the profession's poor image in Britain caused the shortages.
"This is unjustified and unfortunate. The only publicity social workers get is bad press but most of their time is spent is sorting out family problems."
