At least 22 people have been arrested by Norfolk police in a series of raids across the county.
Operation Harrier began in the early hours of Monday morning.
It is designed to target the county's most prolific criminals.
There have been 15 arrests in Norwich, four in Great Yarmouth and three in west Norfolk.
Chief Constable Andy Hayman said he hoped the operation would see a significant reduction in the number of crimes committed.
"It's been very successful and there have be many arrests.
"But of course it's not just about arrests. It's about putting those people before the courts."
He said that the operation would be a sustained one, and not just for a day or a week.
"We will make life uncomfortable for individuals who are intent on inflicting their anti-social behaviour on decent people."
