Police now have the option of investigating deputy Mayor of London Ian Clement after a complaint was made about his misuse of a credit card.
Mr Clement departed as Boris Johnson's aide after "guests" listed in expenses claims denied eating out with him.
Three Conservative councillors said they did not dine with Mr Clement - despite his claiming back money for restaurant meals with them.
Scotland Yard confirmed they had received a letter of complaint.
Mr Clement has already admitting spending £2,300 on personal items with his City Hall credit card, including a £700 dinner and a £535 stereo for his Jaguar.
He resigned when the three Tory councillors queried other expenses claims Mr Clement had filed for restaurant meals.
Mr Clement claimed £32 for a Pizza Express lunch with leader of Enfield Council Michael Rye on 31 October. Mr Rye said he saw Mr Clement on that day but did not dine with him.
He claimed £72 for a meal with Barnet Council leader Mike Freer on 5 November. Mr Freer insisted that he was at a funeral in Inverness on that date.
Mr Clement also claimed £51 for a meal at a West End restaurant with Merrick Cockell, leader of Kensington and Chelsea Council, on 6 November. Mr Cockell denied being at the meal and said he was at an awards ceremony that day.
In light of the revelations a letter of complaint about Mr Clement's conduct was sent to Scotland Yard - meaning they could now open a criminal investigation.
