Thames Water is being urged to sign up to an action plan for improvements drawn up by six local authorities. The 10-point charter requires the firm to meet its leakage targets, prioritise repairs on burst mains and log all known leaks online.
The call comes after an improvement notice served on Thames Water due to poor performance was renewed in June.
A Thames Water spokesman said many of the points in the action plan were already being addressed.

Westminster, Islington, Lambeth, Kensington and Chelsea, Camden and Wandsworth are behind the initiative.
Councillor Alan Bradley, of Westminster City Council, said he hoped the company would use the charter as a guide to improving its service.
"There has been growing frustration with the performance of Thames Water and that is reflected in the common position of six local authorities in central London.
"The 10 points for action we have agreed are in areas where we feel Thames Water has let down its customers."
Thames Water said many of the points in the charter had already been raised by Westminster Council in April.
"With regards to a database on leaks, we are currently looking into the feasibility of providing such a facility online," said a spokesman.
