A man who murdered his former employer because he was to be a witness against him in a theft trial, must stay in prison for at least 20 years. A High Court Judge set the minimum term for Daniel Brougham after optician Giles Van Colle's family wrote of the 'continuing impact' of his death.
Brougham, now 37, was jailed for life in 2002 for shooting Mr Van Colle, 25, in north London in November 2000.
The victim's family won �50,000 damages for the police's failure to protect.
Hertfordshire Police denied the allegation but were successfully sued by Mr Van Colle's parents.
'Ruthlessly executed'
Mr Van Colle had been getting into his sister's car outside his shop in Mill Hill Broadway, when Brougham opened fire.
He was shot three times in the side and neck.
His own car had been set on fire as it sat outside his home.
Mr Van Colle had been repeatedly threatened by Brougham.
Mr Justice Calvert-Smith described the killing as "unprovoked", "planned" and "ruthlessly executed".
Mrs Van Colle, the victim's mother, said she was disappointed that the minimum sentence imposed was not higher.
