Abandoned vehicles are the subject of a conference which marks the start of a government strategy to clamp down on the problem. From Bangers to Mash is being hosted by the Association of London Government (ALG) in central London on Monday.
Operation Scrap-it already runs in London and is being rolled out across England.
About 110,000 vehicles were abandoned in England last year, 37% of those in UK capital.
Under Operation Scrap-it, each borough provides a free take-back service for people to get rid of unwanted vehicles and untaxed and abandoned cars are taken off the streets within 72 hours and are crushed.
Home Office Minister Hazel Blears and Urban Policy Minister Keith Hill will address the conference.
