The social worker responsible for the care of murdered Victoria Climbie says every child handled by Haringey Social Services at the time was at risk. Lisa Arthurworrey says staff were instructed to follow procedures which meant social workers were bound to fail in their statutory duties.
In the second part of an interview for BBC Radio 4's Today programme, she said she has been used as a scapegoat.
Victoria died in 2000 from neglect and abuse, suffering injuries and scars.
Victoria's great aunt Marie Therese Kouao and the woman's boyfriend Carl Manning are serving life sentences for her murder.
Ms Arthurworrey is appealing against her dismissal and the inclusion of her name on the Protection of Children Act List, which bans her from working with children.

She admitted to many and serious failings in the way she dealt with Victoria's case, but argued that she was badly let down by her managers and the organisation that employed her. She said she was made a scapegoat and that it was the system at Haringey Social Services that was at fault.
In the interview for the Today programme, Ms Arthurworrey described how inexperienced staff were instructed to follow flawed procedures and given little or no supervision.
"We were mainly inexperienced and it was like the blind leading the blind," she said.
"Cases were just plonked on our desks with no discussion beforehand. There were never enough hours in the day to get the work completed and I was just rushing from case to case.
"Nobody seemed to care about the work that we were doing or how we did it."
She claimed social workers did not receive proper working guidelines from management until after Victoria died.

"Every case that passed through Haringey's doors placed children at risk because we were not following national guidelines," she said. "I made many and serious mistakes. But ... I was following flawed procedures and therefore this was an accident waiting to happen, I was bound to make mistakes."
Child ban
Ms Arthurworrey argued that there was never any wilful neglect on her part and that the subsequent ban on her working with children is unfair.
"I've been scapegoated and I've been left to carry the burden of Victoria's death," she said. "I'm not a risk to children, I'm not a paedophile, and I don't see why I should have to live with that cloud over my head for the rest of my life."
Haringey Council says it stands by its decision to sack Ms Arthurworrey .
In a statement, director Anne Bristow said: "Haringey has and continues to accept the failings of our social services department at the time of Victoria's death and for this we are sincerely sorry.
"We believe the Employment Tribunal will decide that our decision to dismiss her [Ms Arthurworrey] for gross misconduct was fair."
