Leader 'told to declare interest'
Jim Speechley
Mr Speechley has denied the misconduct charges
The chief executive of Lincolnshire County Council says he tried to convince the council's former leader to declare his ownership of a field.

David Bowles was giving evidence against Jim Speechley, 67, of Crowland, who is accused of misconduct whilst in public office.

The prosecution claims Mr Speechley tried to influence the route of a road so it would run close to a field he owned.

Mr Speechley denies the charges.

Work stress

Mr Bowles gave evidence on Tuesday about how he dealt with the allegations.

He said he had done all he could to get Mr Speechley to declare his ownership of a field - and said finally he had to call in Lincolnshire Police.

Mr Bowles said he is presently off work through stress caused partly by the case.

He told the court that Mr Speechley was "the most deceitful and dishonest person" he had ever worked with.

Mr Speechley sold the land in 2002.
