An average of one inmate a month is absconding from North Sea Camp Open Prison, in Lincolnshire. The Home Office declined to reveal figures, but research by BBC Radio Lincolnshire showed at least 12 prisoners absconded in the last year.
Recent court cases have raised concerns about conditions and the availability of drugs and alcohol.
The Home Office stressed only inmates that were not a risk to the public were transferred to open conditions.
Last November, a judge called for an inquiry into the prison, near Boston, after hearing how an inmate walked out in protest at conditions.

Judge John Machin said he was "extremely troubled" by claims surrounding North Sea Camp.
In another case last August, a prisoner walked out after he was being pressed by other inmates to supply them with drugs.
The open prison was subjected to national publicity in 2002 when it housed Lord Archer, who was serving a sentence for perjury and perverting the course of justice.
Lord Archer was moved out of the prison after he broke the rules by attending a party during a day release.
During his time at North Sea Camp, Lord Archer also caused controversy by having a restaurant meal with a senior prison officer and a police officer.
