Tests are being carried out on swans which have been rescued from the Brayford Pool in Lincoln. The 20 birds were taken out of the water because their feathers were contaminated.
Two of them have since died and the rest are being treated at an RSPCA wildlife hospital.
Both the RSPCA and the Environment Agency are unsure whether the birds are suffering from a disease, a virus or the effects of pollution.
The sick swans were initially taken to Lincoln's Wierfield Wildlife Hospital but they have since been transferred to an RSPCA Wildlife Hospital in Norfolk.
Alison Charles who is caring for the birds said: "They came in and they've all got contaminated feathers but we're not quite sure what's on them.
"They may have been lightly oiled during an incident about two weeks ago and they have struggled on since and are showing signs because it's horrible weather and they're not feeling particularly good.
"We've taken blood samples and we're going to start washing them shortly and then we'll see how they get on."
