Future developments around East Midlands Airport could be restricted by a change in government guidelines.
The current "safety zones" around the airport are being extended.
It means restrictions on building extra houses in certain areas near the airport.
The aim is to reduce the numbers of people who could be killed or injured on the ground, should a plane crash on take-off or landing.
The developments could affect parts of Kegworth village and the area around Donnington Park racetrack.
Brian Wolsey, from North West Leicestershire District Council, said: "The government advises that if you are already there it shouldn't restrict your ability for instance to extend your home.
"What it would do would limit new developments in the vicinity, the risks of accidents are already there - they've not increased."
