Lancashire Constabulary is the joint top performing police force in England and Wales according to Her Majesty's Inspectorate of Constabularies (HMIC). The review assessed how the 43 forces tackle serious crime as well as neighbourhood policing and protecting vulnerable people.
The force was praised for how it dealt with victims of child abuse and domestic violence.
Surrey police were also judged as joint best in the country.
'High quality'
Lancashire Chief Constable Steve Finnigan said: "Whilst it's not easy to become a top tier police force, neither is it easy to remain as one.
"Here in Lancashire, we have maintained that position for four years now through hard work, commitment and determination to deliver high quality services year on year for the people of the county."
He said his officers had worked hard and they still wanted to improve, particularly in tackling serious crime and threats of terrorism.
"We have shown that we are making great strides in rising to that challenge," he added.
