Wardens' 'mystery parkers' test
A council is to use 'mystery parkers' to test a town's parking attendants.

They will be parking cars illegally to see if Chorley Borough's Parkwise scheme is as bad as residents claim.

This is one of a number of measures agreed after Chorley Council's review of Parkwise, which took over parking enforcement from the police.

Others include a scooter for wardens to monitor more areas on the borough's outskirts and to give exact details on why fixed penalty notices are issued.

Councillors looking at Parkwise, which is run by Lancashire County Council together with district councils, interviewed local people and visited neighbouring boroughs to look at the way they handle parking.

Council Leader Peter Goldsworthy said: "There have been issues but I hope this change of direction in line with the recommendations will have a positive effect on the town."

The inquiry also found that less than 1% of people using borough car parks received a ticket and the council does not make a profit from the scheme.
