Fine dodgers' vehicles could be wheel clamped
People who fail to pay court penalties and on-the-spot fines could face arrest under a new scheme in Lancashire.

Magistrates courts, police and bailiffs will target persistent offenders as part of Operation Payback.

Only 55% of fines imposed by the courts were paid on time in March 2003 but the project aims to raise that figure to 75% by the end of this month.

Those failing to pay could face arrest, have money deducted from their wages or benefits, or even go to prison.

Their vehicles could also be wheel-clamped even if their fine is not for a motoring offence.

Courts Minister Chris Leslie has urged people to pay their fines before warrants are issued ordering their return to court.

Lancashire Magistrates Court Committee is one of 34 across the country taking part in the nationwide scheme.
