NHS trusts in the Humber region have seen a wide range of results in the annual Healthcare Commission ratings. Scarborough and North East Yorkshire NHS Trust, which runs Bridlington Hospital, has been rated as "weak" in both services and use of resources.
The newly-organised Yorkshire Ambulance Service was also rated as "weak" in both areas. A spokesman said it was "committed" to making improvements.
Three trusts in the region were rated "good" for use of resources.
They were Northern Lincolnshire and Goole Hospitals NHS Trust, Humber Mental Health teaching NHS trust and North East Lincolnshire Primary Care Trust. (PCT).
Each of those three trusts were rated "fair" for their quality of services.
The Hull and East Yorkshire Hospitals NHS Trust was rated "fair" for quality of services and "weak" for use of resources, as was the East Riding of Yorkshire PCT and North Lincolnshire PCT.
Hull Teaching PCT was rated "fair" in both areas.
