The governing body of the Endeavour School had been put under pressure to resign after only 19 students achieved the benchmark five A to C GCSE grades.

But instead, the city's director of education Helen McMullen plans to bolster the board of governors with two new elected members.

In May, government inspectors said the school was failing to provide a satisfactory standard of education.

The school was found by Ofsted to have unsatisfactory staffing levels, low attendance and low standards.

Its report said recruiting and retaining teachers was a major problem.

Earlier this year, headteacher David Thorp resigned and Kevin Beaton, the head of Kingswood High School in Hull, was appointed to take temporary charge.

Two schools were merged in 2001 to create Endeavour, which moved into a new �15m building in Beverley Road last September.
