Closure threat over alcohol sales

A new law is designed to enforce the "Challenge 21" policy
An off-licence store in Hampshire is facing temporary closure after it violated underage drinking laws for the third time in three months.

One Stop at Crofton Lane, Stubbington, sold alcohol to a juvenile in a police undercover operation last Friday.

A law, which took effect in May, allows the owner to voluntarily close for 48 hours as punishment or face action.

Police said they did not want to put the shop out of business but want staff to help reduce underage drinking.

'Challenge 21' policy

Insp Mick Pragnell told the BBC that a provision in the Violent Crime Reduction Act 2006, which came into effect in May, provides for swift action to be taken if a pub or off-licence fails inspection three consecutive times.

That action can be voluntary closure for 48 hours as well as a fast-paced review by the licensing board with a view to imposing new conditions.

If the management declines to voluntarily close, police have the option to prosecute.

Insp Pragnell said that police will work with the owners to implement training programmes to ensure that the "Challenge 21" policy is enforced.

Under that policy, if a person looks younger than 21, the staff must ask for identification to for proof the customer is 18.
