Council clamps clamper with ASBO
A car clamper has been made the subject of a five-year anti-social behaviour order (ASBO) for "intimidating and harassing" motorists.

Gordon Miller, 38, of Tangier Road in Portsmouth, was given the order for "causing distress".

Portsmouth Magistrates Court heard how Mr Miller had clamped cars on land where he had no contract and had intimidated and threatened people.

He is believed to be one of the first clampers in the UK to be given an ASBO.

Councillor Les Stevens, executive member for environmental and public protection, said: "Gordon Miller is no longer able to intimidate and harass people under the guise of his clamping company.

"He is a menace and I'm glad that Portsmouth City Council and the police have worked so well together to remove him from our streets."

Last year a body to regulate those who clamp on private land was set up, but it will be at least the end of the year before the Security Industry Authority can begin compulsory licensing.
