The Mayor of Gloucester has urged people to help support a floods appeal fund which has already raised more than �73,000. Cllr Harjit Gill said Gloucestershire had faced the worst peacetime crisis in the UK in living memory.
"The people need our help and if you do support this fund it will help get life back to normal," he said.
The leader of the city council said the money would go to those not insured against flood damage, and others.
Cllr Paul James added: "We have seen lots of evidence of people in need.
"There have been some households within the county which have been flooded for a second time in three weeks and they will have to pay out two insurance excesses. Some don't have insurance and face having all their possessions ruined."
Parmjit Dhanda, the city's Labour MP, added: "We're not going to rush into this. It's important we set up proper structures and it is set up as a charity. This is about the long-term situation."
The appeal also hopes to launch a dedicated phone line within the next few days.
Cash or cheques can be paid into any UK branch of HSBC but must be made out to the Gloucestershire Flood Relief Fund.
