More than 300 DVDs were seized from a town market last weekend. New titles including Meet the Fockers, Magic Roundabout and Assault on Precinct 13 were taken from a stall following complaints from the public.
In a statement Gloucestershire County Council said the films were being offered for �3 each and would earn the trader almost �1,000.
The action would also take some �4,500 in genuine sales from legitimate shops in the area, it added.
Roger Marles of Gloucestershire County Council said: "This is not the first time we have seized counterfeit goods from markets and car boot sales throughout the county.
"The films are often of poor quality and the sellers are often here today, gone tomorrow so you can find it difficult to get your money back if the goods are faulty.
"If something appears too good to be true it usually is."
