Two of Gloucester's grammar schools which were under threat of closure, have been reprieved. The news follows a lengthy inquiry into secondary education in the town and sixth forms across the county.
Councillors have now decided neither the Crypt School nor Ribston Hall will shut.
The council has also recommended that Barnwood Park Girls School merge with the city's Central Technology College to form a new comprehensive.
The move has angered Barnwood's board of governors, who say they will fight the proposals.
Peter Nesbitt, chairman of governors, said: "We have a number of appeals we can go through, and they will culminate in September 2006.
"That will be a final decision which will be issued by the government."
Gloucestershire's Director of Education, Jo Davidson, says the changes will deliver an education system fit for the 21st Century.
County councillors will discuss the proposals later this month.
