A new "yellow card" scheme is being piloted in Cheltenham to crack down on begging. First time offenders will be cautioned with a yellow card, and then arrested if caught begging within six months of being warned.
The card details why the warning has been issued and contains information on where beggars can find help.
Town inspector Rachel Jones said the plan was to secure help for those who need it, and crack down on people seeking to exploit the public's generosity.
She said: "Aggressive and persistent begging is unacceptable. But we are aware that the issue is a complex one.
"There are people who falsely claim to be homeless ,but choose to beg because it can be profitable. We need to stop them from taking advantage of the good nature of local people."
"We understand that people do want to help but would advise them that their money would make more difference if given to local charities helping the homeless," she added.
