Work on the �22m third phase of Gloucester's south west bypass was due to begin on Monday, 19 May. Plans for the bypass were initially approved in 1994 and two sections of the road have already been completed.
The Castle Meads area - currently empty fields - will be transformed into the third section of the bypass.
Stretching almost a mile, it will link Llamthony Road with the A417, near, near Westgate Bridge.
The area is also a flood plain, so plans are under way to build two bridges, one over the River Severn and the other to allow water to flow more easily.

There will be 20 months of construction work.
Once finished, the project will provide Gloucester with a new link to the M5 and should relieve traffic congestion on the existing A430 Bristol Road, say the council.
The total cost of the bypass is estimated at �38m, with the county council contributing �1m and developers likely to contribute more than �14m.
The project benefited from �10.9m in funding announced by Transport Minister John Spellar on a visit to the city in April.
