A Devon council could tell traffic wardens to go easier on drivers after a series of complaints from local people. Parking fines rose six-fold, from 4,581 in 2004 to 28,500 last year - about 80 a day - after national parking firm NCP took over duties in Torbay.
One pub landlord put yellow signs in his window barring wardens, and shops started selling anti-warden T-shirts.
In response the council has launched a "review of working practices" by traffic wardens.

A spokeswoman said: "We want to discover if the regulations are working for the people of Torbay. "The views of local people are central to the review and it could change working practices."
She added that NCP would continue to oversee parking in the town whatever people's views.
"It is not about changing the whole system," she said.
The council will be taking comments at a series of road shows around the town, but people will also be able to comment on the council's website.
Mayor Nick Bye, who spent a day dressed as a traffic warden to gauge local opinion, said: "I have received a great deal of correspondence regarding parking and this review will enable people to raise all types of issues from parking restrictions to blue badges regulations."
