Council ratings see improvements

The Commission looked at councils' internal management
Devon's local authorities have received good or improved ratings in the Audit Commission's latest report on their quality of service.

The Audit Commission classifies all local authorities in England as either excellent, good, fair, weak or poor.

Torbay Council has improved its rating for the second year running, moving up from weak to fair.

Plymouth has also improved, moving up from poor to weak, while Devon County Council retains its good rating.

The Audit Commission judges councils' internal management, and inspectors also look at how they manage social services and education.

Torbay Council chief executive Richard Painter said he was delighted with the progress being made by the authority.

In Plymouth, council chief executive Mike Robinson said the authority was only narrowly missed out on moving up another category but that he expected that would change next time.

He said: "We're already seeing improvement in social servies and housing, so I think in a year's time we'll see us moving up at least another category. We're very confident about that."
