A task group is to look at the impact the growing number of older people in Devon has on its local services and spending commitments. The decision follows a meeting on Thursday between Devon County Council, pensioners and voluntary sector groups.
The county has one of Britain's highest proportions of senior citizens and the number of people over 85 is forecast to rise by another 65% within 20 years.
The council said it wanted to make sure council tax was affordable.
'Growing situation'
But as well as affordability, the council wants to ensure it can deliver necessary services.
Council Leader Christine Channon said she felt the county had a special case for extra funding that needed to be presented to the government.
She said: "This is the role of local government to make the case very strongly as to why in fact we have a special problem in this particular way.
"This is a growing situation in Devon, we've got to address it and I think a united front will be a much more effective way of doing that."
