Efforts will be made to persuade the government to move 20,000 civil service jobs to Devon. The South West Regional Development Agency is putting the case for relocation to an exhibition in London on Tuesday.
A number of priority locations for large-scale moves will be highlighted, including Exeter and Plymouth.
Another list of "niche locations" - for smaller projects - will include Barnstaple, Bideford and Torbay.
Economic benefits
The agency says the Met Office move to Exeter in September 2003 shows just what can be done.
The new building has 750 staff. There are sports and training facilities, restaurant, conference centre and offices all located around an internal street.
It is forecast to bring in an extra �69m into the local economy every year.
The agency believes that while further relocations may add to the pressure on housing, this will be out-weighed by the economic benefits.
