Devon pensioners are in London on Tuesday to put their case against the council tax to MPs in Westminster. They hope it will lead to the tax being replaced with a fairer system of local taxation.
The Devon Pensioners Action Forum (DPAF) has been one of the leading campaigning groups against the council tax.
The action group's protests were heightened last year when the rise in Devon was nearly 18%.
More than 200 DPAF members are withholding part payment and calling for a new tax based on ability to pay, rather than the value of a person's home.
Forum chairman Albert Venison will join other protesters on Tuesday to meet a Commons committee of MPs, which is investigating options to replace the tax.
Earlier, Mr Venison said he welcomed the chance to answer MPs' questions and tell them why pensioners think the tax is unfair to those on low and fixed incomes.
Mr Venison said: "We shall leave the members of the committee in no doubt as to what we feel is the solution.
"We need a change and we need it urgently."
