Concern is growing about the about the rising level of homelessness in Devon. The charity Shelter has seen a 20% increase in new referrals from the county in the 12 months and Exeter's problems are among the worst in the country.
In a recent government survey of regional cities Exeter was found to be second only to Leeds in the amount of rough sleepers recorded per head of population.
Steve Evans, who is manager of the St Petrock's Day Centre, says homeless people choose the city for the facilities it provides.
"The problem Exeter has is that the city markets itself as the capital of the county," said Mr Evans. "There are very few services for our client group in the outlying towns.
"With the exception of Plymouth which does have a good infrastructure.
"Although I wouldn't describe Exeter as a magnet, it does draw people in."
Shelter says there is a problem of a lack of affordable housing, coupled with high rents and low wages.
It says people who are homeless also often have complex related issues, such as drug and alcohol dependency and mental health problems.
